Nacka: Openness and diversity
Nacka’s governance model is based on four basic principles that reflect our vision of openness and diversity, as well as our fundamental values of confidence and trust in the will and ability of each individual.
Nacka’s four governing principles are:Separation of financing and production
The Nacka municipal organisation consists of three segments. The financing responsibility for activities lies with the political segment, i.e. the local government councils and committees. Here, elected representatives set goals for activities and make decisions about financial frameworks. For assistance, they have an organisation of municipal officials, which also deals with authority business. Services are performed within production, with municipal and private organisers operating in competition.
Competition through customer choice or procurement
Who is to perform services offered by Nacka municipality is determined by customer choice or procurement. Customer choice is applied when services are directed at individuals, e.g. preschools, schools, home-help services and housing for the elderly. Services aimed at all citizens, such as snow clearing and car park maintenance, are put out to tender.
Competition neutrality
The political committees that set goals and finance production are competition-neutral. In order for municipal and private organisers to face the same terms and conditions, the municipality applies market-based internal rents and prices for its own production. Equivalent services receive equal public financing.
Delegated responsibility and authority
Municipal operations themselves have significant scope for deciding how activities should be designed. The responsibility for an operation’s goals, organisation, finances, results, personnel, working environment and development should be placed at the lowest effective level. This principle is important for enabling the operations to deal with the competition in their field in the optimum way.
